packed the streets for the victory celebration. many fans headed to m & t bank stadium. the team thanked the fans. ray lewis did his dance. everybody was happy. they didn't care about any kind of weather. much more on the parade this morning. >> tucker barnes was there and recognized everything firsthand. how was it? >> it was incredible. we'll talk about it. >> i know you got to do weather too. >> we got all morning. but neat experience. let's do some% and we'll get started with a look at our radar. guess what? yet another clipper system coming through. this one weaker than the past couple which haven't been terribly strong and bringing a sprinkle or light flurry to parts of the area. that is about the worst of the forecast today. temperatures have fallen back into the lower 30s. we've got cloud cover out there to start your day. later this afternoon, a little more sunshine than even yesterday with temperatures topping out in the mid-40s. kind of your typical february day and much of your day with

the exception of early this morning, we are getting a sprinkle. should be dry with a nice sunny trend here towards the end of the day. things will get better as we get into the afternoon. temperature at reagan national, 36 degrees. we have temperatures a little closer to freezing outside the beltway. i'll have a lot more details on your forecast. back to you. our top stories this morning, a powerful earthquake in the pacific. it caused a small tsunami to slam into the solomon islands killing at least five and damaging dozens of homes. two waves about five feet high hit one of the islands. some villagers were able to get to higher ground after tsunami warnings. the 8.0 quake also caused tsunami watches across the pacific overnight. they are all canceled now. d.c. mayor vincent gray claimed the city a success during his third annual state of the district address. he rolled off a number of

achievements that include a 3% drop in unemployment, the creation of 28,000 private sector job in the last two years, unprecedented development and a drop this crime. mayor gray says he hopes to add thousands of new affordable housing units and create new opportunities to start-up businesses and tech companies. in virginia, a bush by governor bob mcdon told overhaul the state's transportation funding remains uncertain after the senate deadlocked on a deal. the $3.1 billion transportation proposal was approved yesterday by the state house. at the center of the bill, getting rid of the 17-cent gas tax and replacing it with an increased sales tax. the senate can now amend or kill the house version of the bill. another battle is brewing on capitol hill. president obama has asked congress to come up with billions of dollars in limited spending cuts to avoid across the board cuts due to take effect in march. >> the president is hoping to avoid the major sequestration that stands to impact tens of thousands of jobs in the d.c. area.

fox's jennifer davis has more. >> the president has a message for congress about a looming budget deadline. >> deep, indiscriminate cuts to things like education and training, energy and national security will cost us jobs. and it will slow down our recovery. >> reporter: those jobs are at risk for the sequester takes effect in march. the president is asking lawmakers to find targeted short-term cuts to keep the economy moving and buy more time to craft a longer-term deal. >> our economy is headed in the right direction. it will stay that way as lodge as there aren't any more self- inflicted wounds coming out of washington. >> reporter: the senate remains deeply divided. >> the sooner we solve our spending problem, the sooner our jobs problem will go away

world record breakers will plead guilty to child sexual abuse. rick curl turned himself in back in october. former swimmer kelly curran said he fondled and kissed her when she was 13 years old and it progressed to intercourse in two years. police are trying to figure out if two brazen smash and grab jewelry robberies are connected. the latest one happened yesterday afternoon at colonial jewelers in frederick, maryland. three hooded men, stormed the business, smashed a display case and grabbed in rolexes. on monday, robbers pulled off a similar robbery at the zale's breaking the display cases. two people killed in a

house fire in southeast d.c. may have been squatting. the boarded-up row home caught fire tuesday morning. it was supposed to be vacant. three firefighters were injured battling the flames. they are expected to be okay. there was also damage to the home next door. eight people have been displaced and they are working with the red cross. the fire is still under investigation. a change by the pentagon regarding benefits for same-sex couples who serve in the mitt tri. >> also head, boy scouts of america set to make a decision that could reverse a long- standing and sometimes controversial policy on members who are gay.

whether or not to allow gay members. brit i'm is a step closer to legalizing gay marriage. >> the house of commons overwhelmingly supported proposals pushed by prime minister david cameron. it still has to pass the upper lord, the house of lords and other hurdles, but if approved, it would legalize same-sex marriage into england and wales. >> i am a strong believer in marriage t helps people commit to each other and i think it is right that gay people should be able to get married too. this is, yes, about equality but it is also about making our society stronger. >> the law also stops lawsuits again the church of england which is an official government organization and has to marry anyone who wants t for the bill does become law, all religious organizations have the right to decide if they want to perform gay weddings. the pentagon is taking further steps to be more inclusive of gays. the defense department announced it is extending some benefits to same-sex partners

baltimore ravens legend ray lewis got to do one more dance during the team's victory celebration yesterday. many had to be turned away because the stadium reached capacity. it all started with a parade from city hall. president obama called head coach john harbaugh and the gem to congratulate them on their win against the 49ers. we'll have more in just a few minutes. >> tucker barnes was up there. >> it was incredible. i mean -- you know, it is so neat to see so many people together for a happy occasion. everybody is just celebrating. >> anybody work up there yesterday? >> i was going to say.

i don't think anybody went to work and i was amazed at how many school groups were out with kids. >> wasn't there 8 though pow people at the stadium. >> they closed the stadium because it was over capacity. i can tell you where i was -- >> in the stadium and on the field. >> i heard 200,000 people showed up for it total. on the parade route. >> were you doing the dance? >> i never did the dance. when the camera was off i was moving around a little bit. >> you probably couldn't move much up there. >> we'll get the nationals, capitals and redskins and parade down pennsylvania avenue s let's do some weather and reagan national is in the 30s t got cold overnight. temperature falling back in the 20s and 30s. 34 in annapolis.

30 in leonardtown. 28 in salisbury. getting a little fog east of the bay. and some cloud cover and once again a sprinkle or two or even a couple of flurries as temperatures have fallen become. we are not expecting anything accumulating this morning. 32 in fredericksburg. 33 in hagerstown and in martinsburg. want to show you the winds. not much of a factor at the moment but as our next sort of clipper moves to the east, our winds will pick up behind it. it will be a little breezy at times today with winds out of the north and west 10 to 15. there is your cloud cover and i mentioned a few sprinkles or flurries and again, we are not looking at any accumulation out there. i don't think enough to even wet the roadways. but yet, the last in the series here of clipper systems has been coming through. this will do it and then the pattern will start to kind of change a little bit as we get into the end of the week. you can see we're waking up with cloud cover. later this afternoon, partial sunshine. high temperatures in the mid- 40s. we'll be cold again tonight. but on the horizon, we've got 50s as we get into the end of the weekend.

hearing. any number of things could persuade a judge to do it. >> motion for a new trial, newly discovered evidence. those are generally the categories that defendants get post-verdict hearings on. >> reporter: in this case, prosecutors alerted the judge and defense to an issue involving a prosecution witness, an issue sensitive enough judge fisher ordered the records sealed. >> if both parties consent, it is easy. >> reporter: what little is on the public record indicates the judge sealed the record for safety reasons. ingmar guandique was convicted

for killing chandra levy. the chandra levy case made international news in 2001 when it was revealed she was dating a married congressman from california, gary condit. he also testified at the trial and has denied having anything to do with levy's disappearance and death and has never been charged. it is not insignificant that ingmar guandique will be in the courtroom on thursday. he will likely make some ruling since the defendant is coming from a federal prison in alabama. judge will also hearing arguments from the news media that the private bench conferences be unsealed. i'm paul wagner. coming up next on fox 5 morning news, credit card fraud continues to be a growing problem. >> a recent case is proof a global ring busted. find out how the alleged perpetrators got away with at least $200 million. we'll be right back. welcome back. the feds charge 18 people in what may be one of the nation's biggest credit card fraud rings and they say it included other countries. the scam cheated banks and credit card companies out of at least $200 million. prosecutors in new jersey say three jewelry stores were at the center of the con. in an elaborate scream, scammers set up 1800 mailing addresses to create fake utility bills to trick credit card companies. business owners would accept bogus credit card payments in exchange for the share of dayy. congress and white house continue to work on the issue of immigration reform. the president on tuesday met with union leaders behind closed doors at the white house, hopeful a new bill will provide a much-needed boost to the economy. republicans are pushing for more border security and say both sides should take their time in coming up with a paths to citizenship for the 11 million illegal immigrants currently in the u.s. >> this is not about being in a hurry. this is about trying to get it

right on behalf of the american people and those who are suffering under an immigration system that doesn't work very well for anybody. >> both the house and senate are currently drafting their own immigration bills. the president is preparing to deliver his proposal during a state of the union address next week. the post office continues to look for ways to dig out of a financial hole and it might look to the weekend to do it. there are reports this morning the postmaster general will officially propose cutting saturday mail delivery. we've talked about this before. the toastal service has a news conference scheduled for 10:00 this morning in which it says it will make a big announcement on its restructuring plans. up next, hear what the players had to say about all the attention. we're back after this. ♪

ravens players said they had never seen that many fans at m & t bank stadium, not even in 2000 when the team won their first super bowl. in baltimore, lindsay murphy, fox 5 sports. to the ice now. the caps took on the leafs last night at the verizon center. some miscommunication led to an easy goal for toronto. and then later in the first, caps down by two. nicholas backstrom comes away with it from behind the net and passed it off for the goal. second period,
